Biography

Scott Balot joined Halliwell in 2021 to grow and develop a national Construction Services group, bringing more than 20 years of experience in the construction and insurance industries. His previous work as a Building Consultant and a Property Claims Adjuster provides him in-depth knowledge of claims practices and adjustment processes. He is an expert in building damage assessment, loss value estimating, remediation protocol, cost reviews and negotiation, schedule reviews, and project management. Scott has worked residential and large commercial and industrial losses ranging from storm-related events to fire, earthquake, flood, theft, and vandalism damages.

Scott’s specialties include wind and hail-related evaluations to a wide variety of commercial and residential roofing systems and building envelopes including multi-family complexes, industrial facilities, restaurants, hotels, shopping centers, commercial properties, government facilities, and single-family homes. He has managed large-loss hurricane files across the country and earthquake and large-loss commercial and multi-family losses throughout Puerto Rico. He has also provided Registered Roof Observer services for new roof installations, including new construction on military bases.
Scott has successfully represented clients in the appraisal processes and has served as an elected and court-ordered umpire. He is a current member of the NRCA (National Roofing Contractors Association), IIBEC (International Institute of Building Enclosure Consultants), a certified infrared thermographer, and holds a FAA uSAS Drone license for usage in commercial applications.
