Biography

Francis joined Halliwell in 2021 bringing expertise from a career of more than 35 years in residential, commercial, and industrial construction and restoration. He provides a full range of property damage and catastrophic natural disaster evaluations services and has thorough knowledge of scoping, estimating, and managing large loss projects. As a building construction expert, Francis evaluates property damage claims including fire, water, mold, windstorm, collapse, vehicle damage, explosion, construction defect, hailstorm, hurricane, flood, tornado, and hazardous waste. He manages healthcare losses due to hurricane, fire, and water and understands the infection control/risk assessment requirements necessary on these projects.

His attention to detail and outstanding communication skills makes Francis an expert at writing and defending detailed scopes and value for mitigation and repair work. He is a large-loss expert and has provided property damage appraisals for multi-family structures, multi-locational assets, large commercial retail space, hospitality structures, educational facilities, industrial, food processing, high and mid-rise structures, and high-end residential properties.
