David Chard joined Halliwell in 2021 to grow and develop a national Construction Services division. He brings more than 25 years of experience in restoration, construction, and consulting. He is an expert in Construction Methods, Damage Assessments, Xactimate Software, Restoration, and Project Management.

David has managed a broad range of domestic industrial, commercial, multifamily, healthcare, hotel/condominium, and residential claims, working either as a consultant or as the performing contractor. He has extensive experience in fire and water restoration, damages from wind and hail, and building failure. David has worked catastrophic events throughout the USA in the wakes of tropical storms, derecho, tornado and hurricanes.
David’s prior experience includes direct construction experience where he managed a diverse array of catastrophe projects with repairs to interiors, exterior envelopes, roof repairs and replacement, giving him valuable insight to the means and methods of forensic analysis and cost estimating.
