Charles is a Construction Consultant and a Construction Cost Estimator certified by the American Society of Professional Estimators with experience in property loss reconstruction and restoration. He has more than 20 years of experience in construction cost estimating, project management, project cost monitoring, and consulting with contractors on loss value.

Charles’ construction consulting experience includes projects throughout the United States. He has led consulting efforts on large, high profile commercial projects that include high-rise buildings, houses of worship, hotels, schools, retail centers, industrial facilities, apartments, condominium complexes and single- and multi-family residential properties. Charles specializes in damage assessments, develops scope of repair, as well as detailed and conceptual repair and replacement construction cost estimates for property loss resulting from events such as tornadoes, hurricanes, fires, hail, wind, floods and freeze.

Charles performs analysis for builder’s risk claims, third party estimates, attorneys, and consults with contractors on scope and costs. He serves Halliwell as a Xactimate Affiliate Trainer. Previous experience includes residential and commercial construction.
