Biography
For the last 20 years James has been a company Director and engaged in the development of professional property consulting practices from inception to 65+ consultants. He has held responsibility for the development and oversight of multi-disciplinary consulting groups including the disciplines of Building Surveying, Quantity Surveying, Architecture, Project Management and Structural Engineering. He has a keen interest in the development of company culture and HR practices, standards and quality. Currently James is working across Australia and New Zealand as the Director, Halliwell Building Consultancy ANZ.
James’ leadership and management achievements have been illustrated by his adaptability within the business he has developed and his ability to build healthy teams. James has led teams of surveyors, providing early response in the assessment of earthquake damage to commercial property in Christchurch, pitched for and managed many significant surveying projects across New Zealand. Notable contracts managed by James have included the documentation of surrounding buildings prior to major construction projects such as the Southern Motorway and Waterview Tunnel, Eden Park redevelopment, Newmarket viaduct replacement and the western motorway widening project. He has also established survey formats and trained surveyors for the review of some 6000 buildings for the Ministry of Education, aimed at assessing construction standards. The Ministry’s survey work subsequently facilitated a successful product liability claim for the government. James is also known for strategic property advice to larger portfolio owners in the area of landlord and tenant dilapidations / reinstatement, acquisition and disposal.
James’ multi-disciplinary experience is invaluable for strategic property assessment and planning that involves building history, building fabric, structural matters, and the co-ordination of specialist consultants. He is skilled in technical due diligence work and landlord and tenant law, particularly make good/reinstatement which is key in strategic decision making when it comes to occupancy arrangements. He provides similar services to the insurance industry for reinstatement of buildings post significant events.
